Text of Proposed Amendment

Section 1. The sixteenth article of amendment to the Constitution of the United States is hereby repealed. All laws and regulations which are dependent on it, as well as all those which have been adjudicated to be dependent on it, are hereby repealed in their entirety. All taxes, fees and withholdings of any and all kinds are hereby repealed in the United States and all its territories and possessions, in all the States and in all the Counties and Cities in all the States.

Section 2. A sales tax equal to eight percent of the final sale price of all goods shall be levied at the seller's physical location at the time and point of final sale to the final buyer. The tax shall be equally divided among the City, County, State, and United States governments having jurisdiction over the seller's physical location. The tax shall be collected by the smallest of the four governments closest to the seller then equally divided among them all. No exemptions from paying this tax shall be allowed for any reason.

Section 3. All goods imported into the United States shall be taxed at the point of entry of the good or goods sold into the United States and equally divided among the City, County, State and United States governments having jurisdiction over the point of entry.

Section 4. All inheritance and all goods intended to be introduced into the human body by any means whatsoever, as well as all labor and services shall be forever exempt from all taxes and fees of any kind in the United States and all its territories and possessions, in all the States and in all the Counties and Cities in all the States.

Section 5. All fees as well as all value-added taxes shall be forever prohibited in the United States and all its territories and possessions, in all the States and in all the Counties and Cities in all the States.

Section 6. The United States shall not spend any monies except those tax revenues that are currently in hand, except during a time when Congress shall have declared War against a Foreign Enemy and only until the Enemy surrenders or is defeated. The States, Counties and Cities shall not spend any monies except those tax revenues that are currently in hand.

Section 7. Within thirty days of the ratification of this article the Federal Reserve Bank shall be disbanded and all gold in its possession shall be returned to the Department of the Treasury. Within one year of the ratification of this article all United States money shall be backed by physical gold at the rate of one hundred dollars to one ounce of gold, and physical gold shall be an accepted as money in the United States and all its territories and possessions, in all the States and in all the Counties and Cities in all the States for payment of all debts public and private.

Section 8. All fines, as a punishment for crime whereof the party shall have been convicted after due process of law, shall be used only for restitution to those who have been the victims of crime.

Section 9. Any public servant whether elected, appointed or employed, who is convicted after due process of law, of violating or attempting or conspiring to violate this article shall be sentenced to death by firing squad.

Section 10. Congress shall have power to enforce this article by appropriate legislation.
